What changed in this PR
Updates build tooling and development dependencies to Atom 5.0.0 and RepoUtils 3.0.0 without changing application code.
Changes:
- Moves Atom modules and RepoUtils.Atom.Module from release candidates to stable releases.
- Upgrades RepoUtils.PublicApiAnalyzers and RepoUtils.TestUtils from 2.0.0 to 3.0.0.
- Leaves Verify pinned to 32.x; regenerated workflows are reported unchanged.

Before: the build definition used Atom 5.0.0-rc.5 and RepoUtils.Atom.Module 3.0.0-rc.5, and the library and tests used PublicApiAnalyzers and TestUtils 2.0.0.
After: all of these are on the stable releases (Atom 5.0.0, RepoUtils 3.0.0).
How: version bumps only. The regenerated workflows are unchanged. Locally, the two cancellation tests in
ProcessRunnerTestsfail the same way they do on main because of the sandbox, and every other test passes. Every other package is already on its latest version, except Verify, which stays pinned to 32.x.Generated by Claude Code
