Bump quay to v0.3.43

Summary

• Bump the deployed Quay release pin from v0.3.42 to v0.3.43.
• Base this redeploy on hermes-agent main after fix(core): empower quay blocker diagnostics (BRIX-1932) #301 and fix(core): keep quay diagnostics local-only (BRIX-1932) #302 so the Quay diagnostic changes are included with the release bump.
