… --on-missing-key CLI option

The compile-time `crash-on-missing-key` cabal flag is replaced by a
runtime `--on-missing-key <crash|bottom>` CLI option (default: `bottom`).
`next` now runs in `Reader OnMissingKey` and the value is threaded through
`satisfies`/`satisfiesS` to all call sites.

cardano-recon-framework: Update README CLI syntax and build flags

now-deleted crash-on-missing-key build flag from the Build flags section.
