gRPC: Switch to utxorpc package #910

Description

@carbolymer

Currently cardano-rpc uses proto files which are vendored in the repository. This makes local development iterations faster. This however introduces a risk of feature drift from utxorpc spec.

We should try to switch to https://hackage.haskell.org/package/utxorpc which should make CI infrastructure easier and to stay in sync with utxorpc spec.
