将 Core 从 0.6.2 发布为 0.7.0，消费已进入 main 的可观测性新增片段及既有运行时修复片段。差异仅包含版本、changelog 和片段删除，没有新的应用实现。
前置功能项：https://github.com/InKCre/core-py/pull/124。依赖客户端：https://github.com/InKCre/client-web/pull/125。已完成真实隔离预览 Job→Cloud 三信号/Link、故障隔离、关闭恢复和 PostgreSQL 日志验收，证据位于
tasks/observability-foundation/。合并会触发 canonical artifact、正式 schema migration、Heroku 交付及独立探针；只有成功后才晋升 stable。遥测默认关闭，私密 Grafana 配置没有写入生产。客户端必须从这次已准入 stable 重新生成类型并复验后交付。
回退遵循现有发布流程；关闭遥测不删除业务数据或 schema，旧镜像不构成数据库回退。Free 试用转稳定套餐、真实模型及全部署覆盖保留为观测启用残余。
