Summary

The 6.18.0-RC4 release run failed: the repo now has immutable releases, and action-gh-release publishes a prerelease before uploading its assets, so GitHub rejected the zip and checksum and RC4 went out empty. This PR creates the release as a draft, attaches the assets, then publishes the draft.

  • Adds draft: true to the release step so assets upload before the release is published.
  • Adds a "Publish release" step that publishes the draft by ID (it stays a prerelease).

Try it

actionlint .github/workflows/deployment.yml

Test plan

  • actionlint passes
  • Next RC tag produces a published prerelease with gravity-pdf-<version>.zip and .zip.sha256 attached
  • Release notes still include the generated notes and the checksum section

  • Publishing a draft fires release.published rather than release.prereleased. Nothing in this repo listens for release events, but any external listener keyed on prereleased will need updating.
  • On a workflow_dispatch run the tag doesn't exist yet; GitHub creates it at target_commitish when the draft is published.
  • RC4's release is immutable and has no assets, so it can't be repaired in place; the next RC will use this workflow.
  • development has the same workflow and needs the same change.

Immutable releases reject asset uploads once a release is published, and
action-gh-release publishes prereleases before uploading, so 6.18.0-RC4 went
out with no zip or checksum. Create the release as a draft, attach the
assets, then publish the draft by ID.
