ci(codeql): skip alembic migrations in analysis - #107

Alembic revisions declare `revision`, `down_revision`, `branch_labels` and `depends_on` for Alembic to read by introspection, so CodeQL flags each one with py/unused-global-variable. Move the query suite to the `config` input so it can carry a `paths-ignore` for alembic/versions. Keeping the configuration inline rather than in a separate file leaves it covered by the existing `.github/workflows/*` CODEOWNERS rule.
