build(flink): add Maven Central metadata and artifact signing - #428

Prepares the Flink connector POMs for publishing to Maven Central: - Add the project metadata Maven Central requires (description, url, licenses, developers, scm, organization). SCM URLs aren't appended with the module path on inheritance, so the connector module inherits valid git URLs. - Add a release-sign-artifacts profile, activated by -DperformRelease=true, that builds the sources and javadoc jars and GPG-signs all artifacts with maven-gpg-plugin. Regular builds are unaffected: the profile is only active when performRelease=true.
