Fix CI wheel builds and update build workflows - #55

- Remove redundant `self.__dict__ = {}` in LwContext.__init__, which
Cython 3.3 rejects ("Illegal use of special attribute __dict__").
The instance dict is already created in tp_new.
- Disable the Windows repair step: cibuildwheel 4 runs delvewheel by
default, which can't resolve libenkiTS.pyd shipped in the package.
- Use the pinned pypa/cibuildwheel action rather than an unpinned pip
install, build the sdist with `build` instead of the deprecated
pep517, and bump actions to their current majors (Node 24).
