PARITY-SCOPE item 7(c), coordinator ruling 2026-10-14.
crates/busbar-core-connector/tests/universal_needs.rs:8-11recorded that the JSON-lane secret fixture left with that lane, but it named nothing that now proves BUSBAR-1.6.0.md l.664 ("a secret-kind test plugin that dials through the connector"). OWNER Q7 (2026-10-03, no test plugins) rules out an in-tree replacement. The proof is the REAL busbar-secret-vault's conformance: busbar's published suite runs LINKED and DROPPED IN with busbar's ownConnectoras host, itshttpneed is dialled to a real TLS far end, everydialing_stepsstep must resume on its ticket (conformance::resumed), and its RED arms are kept. That repo's plugin-ci runs it. This PR is comment-only and makes the witness cite that leg.DRAFT only because #805 (non-draft) also edits this file (rule 20). Its hunk appends at l.636+ and this one is at l.8-11, so they are disjoint. Undraft when #805 lands, or now if you treat a comment-only disjoint hunk as clear.
