TODO l.2747 item 1 / l.2807: LAW0_ENFORCED_NEUTRAL_CRATES = &[] (xtask/src/gates/kind_isolation/matrix.rs:205), so the everyday gate blocked no neutral crate on a Law 0 hit.

  • Armed with the core-neutral crates that have no [[law0]] row (measured 0 on every axis): busbar-kernel-audit, busbar-kernel-identity, busbar-kernel-wal. Each other neutral crate gets added in the PR that drains it to 0 (coordinator ruling).
  • New law0_arming, both directions: law0-armed-unknown refuses a listed name that is no neutral crate in the tree (a typo would pin nothing). law0-unarmed refuses a core-neutral crate that measures 0 everywhere but is not listed.
  • RED: an_armed_neutral_crate_naming_an_instance_is_an_offender (the empty list raised nothing), the_armed_list_follows_the_measurement (typo + unarmed zero). Control test: the armed list is clean.

Hunks are disjoint from the open #561/#778 (selftest, l.4799+).

…; the list cannot drift from the measurement (TODO l.2747)

LAW0_ENFORCED_NEUTRAL_CRATES was &[], so the everyday gate blocked no neutral crate on a Law 0 hit
(TODO l.2747 item 1, l.2807). Armed with the core-neutral crates that have no [[law0]] row, i.e.
measured 0 on every axis: busbar-kernel-audit, busbar-kernel-identity, busbar-kernel-wal. Every other
neutral crate is added by the PR that drains it to 0.

law0_arming holds the list to the measurement both ways: law0-armed-unknown for a listed name that
is no neutral crate (a typo pins nothing), law0-unarmed for a core-neutral crate measuring 0
everywhere that the list does not name (its zero is pinned in the commit that drains it).

RED: an_armed_neutral_crate_naming_an_instance_is_an_offender (no offender with the empty list);
the_armed_list_follows_the_measurement (typo and unarmed-zero cases; control: the armed list is
clean).
