.ci/predev.yaml: the predev -> dev branch file lives on predev (ModernCI #314)

ModernCI is retiring the separate modernci-config branch: each move's checks are read from its target's committed .ci (ModernCI #314, target-only config). predev carries only .ci/default.yaml; the predev -> dev battery (gates, oracle, conformance, verify-done, q128-audit) exists only on the config branch.

This adds .ci/predev.yaml byte-identical to modernci-config d67abdf (cmp clean). ModernCI does not retire the config branch until every file on it is byte-identical on its target, and a move with no branch file is red, never a pass.

No code, ledger or gate change; YAML is not a script under script-allowlist.
