The preview stylesheet carries its own copy of the certificate's type scale, so the PDF moving to 13.5pt would have left the screen showing something smaller than what prints. Base and note go to 13.5pt, the heading to 15pt, and the line height is raised with them.

The numbers mirror the PDF side in FusionIIIT/Fusion#1979, so preview and print stay in step.
