Fixes #81. GitHub is repeatedly demonstrating its unreliable service and I'm starting to want to avoid it. One small bonus with the official tarball is that it is a bit smaller due to zstd compression, while still being very fast to decompress. Overall, this shouldn't change anything, though I might want to start using the official `programs.sqlite` from the tarball for `command-not-found`. Future consideration.
