This only changes the lockfile: tokio goes from 1.53.3 to 1.54.0, a semver-compatible minor bump. Cargo also re-resolved six dependents (errno, quinn-udp, rustix, rustls-platform-verifier and others) from windows-sys 0.52.0 to 0.61.2, which was already in the tree, so there are fewer duplicate windows-sys versions now. No API surface changes and nothing blocking.

CI / Test and Cargo Security were still running when I reviewed. Merge only if they pass.

Renovate re-pushed this branch, so the lockfile now has tokio 1.54.1 instead of 1.54.0. That is a patch release. The windows-sys 0.52.0 → 0.61.2 re-resolution is the same as the commit I approved before. Nothing blocking.

CI / Test, Cargo Security and the CVE scans were still running when I looked. Merge only after they pass.
