Cargo.lock pins rustls 0.23.45, and four advisories (RUSTSEC-2026-0346 to 0349) are fixed in 0.23.46. Cargo Security fails on every PR until the lockfile is updated.

    Fixed by #342: the legacy TLS tree is gone and rustls is 0.23.46.
