This removes every remaining ${{ }} expression from run: blocks in both files, so a crafted input or step output can no longer be injected into the shell. It also matches the pattern the "Validate definitions" step already uses. The expressions that remain are in with: and key:, where they are not run by a shell. Quoting is correct throughout. Nothing blocking.
