Explanation of Change

Passes the update_delegate reason when you change a copilot's role, so the magic code email says whose role is changing instead of nothing.

Holds on https://github.com/Expensify/Auth/pull/24279 reaching prod and on Expensify/expensify-common#942 being released, since the constant does not exist until then. Branched off #100442, so those commits show here until it merges.

Tests

1. Go to Settings > Security > Copilot: Delegated Access and add a copilot.
2. Click that copilot, pick a different role and continue to the magic code screen.
3. Open the magic code email and verify it reads "someone is trying to Change the copilot role for on your Expensify account".
4. Enter the code and verify the role is changed.

Offline tests

1. Go offline and open the magic code screen for a copilot role change.
2. Verify the code is not requested and the screen shows the offline state, same as before this change.

QA Steps
