Adds a database-level dashboard for Redis Cloud deployments. Unlike the existing Redis Enterprise Software dashboards, which scope by the `cluster` and `db` tags, this one is scoped by the Redis Cloud `sub_id` and `db_name` tags. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>

What does this PR do?
Adds a new dashboard, Redis Enterprise Prometheus - Redis Cloud Database, to the
redis_enterprise_prometheusintegration, along with itsmanifest.jsonentry, aCHANGELOG entry, and a
1.2.0version bump.The dashboard has four groups — Cluster, Database, Cache Statistics, and Shard — over
25 widgets covering key counts, connections, CPU, ingress/egress, memory usage and
limit percentage, read/write/other latency and throughput, cache hit rates, and
expired/evicted keys.
Motivation
The seven existing dashboards in this integration are all scoped by the
clusteranddbtags emitted by Redis Enterprise Software. Redis Cloud emitssub_idanddb_nameinstead, so none of the existing dashboards scope correctly for Redis Cloud users. This
dashboard uses
sub_idanddb_nametemplate variables to fill that gap.Review checklist
