Repoint the wheels pipeline trigger at the new GitLab project ID

What does this PR do?

Changes the GitLab project ID in the cross-project trigger that build-packages.sh uses to kick off the wheels pipeline.

Motivation

integrations-core-pipeline has moved from the DataDog GitHub org to ddoghq, and the GitLab project was not transferred. Project 138 is retired; the new project is ddoghq/integrations-core-pipeline, id 13727.

This trigger addresses the pipeline by numeric ID, so it stopped reaching the live pipeline once the migration completed.

Additional Notes

The new ID is 13727, confirmed against ddoghq/integrations-core-pipeline
(https://gitlab.ddbuild.io/api/v4/projects/13727).

Equivalent of DataDog/integrations-core#25267, applied here and to DataDog/marketplace
for the same reason.
