Require a usable receiving account before a back campaign is approved or goes live #85
Description
Goal
Found by #30 (DOS/DOS.Me#1538): back campaigns can go live without a usable receiving account (design 2.1), so a campaign that succeeds has nowhere for backers to pay.
Requirements
- Extend Require a verified, bound receiving account before a give campaign can be approved or go live #38's rule to
type = 'back':draft -> in_review,in_review -> approvedandapproved -> liverequire a usable account (same checks as give), with the same stable error code; Recover a give campaign whose receiving account becomes unusable after approval #64's recovery path for approved campaigns applies. - Editor shows the account section for back campaigns too (M1 editor: bind the receiving account in the campaign editor and require it before review #32's picker).
Acceptance
- pgTAP for back: refused without, allowed with; app tests for the editor.

Evidence so far: all 21 give pgTAP suites green locally (new back suite 45/45), beta-migration-history/writer tests green, Vitest 895 passed, typecheck and lint green.
Next: CI and Supabase Preview, independent review, then acceptance to the PO.

Evidence: 21/21 give pgTAP suites green locally (new back suite 45/45); Supabase Preview, DOS Code Review CLEAN_PASS, claude-review pass on 97a64f0c; Give Lint + Build all apps pass and DOS Code Review CLEAN_PASS on 573b41c; Vitest 895 passed; independent subagent review: no P1, P2/P3 fixed or documented.
Follow-up: #92 (recovery for live/suspended back campaigns whose account became unusable).

Merged into dev by the PO: DOS/DOS.Me#1549 at 76ebaa9fb771deb804a65ba0ad0bf6b18992c2bf and #90 at c9d4a44.
Beta: Supabase Preview on 76ebaa9f (Beta project) completed with success (check run 126023609472), so migration 20261106100000 is applied on Beta.
Acceptance: pgTAP for back campaigns (refused without a usable account, allowed with one, send-back recovery), 45/45, plus all 21 give suites green; app Vitest for the editor account section and submit guard (895 passed); CI and DOS Code Review green on both PRs.
Follow-up: #92 (recovery for live/suspended back campaigns, PO decision posted there).
