Syncs BACKLOG.md with the two issues filed from the first fully-cold Windows install test on the win11-libation guest (v8.7.0): the dry-run/real-run asymmetry (#258) and the unverified POSIX hooks on Windows (#259). Test itself passed end-to-end: uv tool install → setup --no-mesh → doctor Healthy → note create → reindex → search hit.
