docs: update stale repo names in ARCHITECTURE.md - #39

budget-crawler -> public-finance (renamed 2026-06-20) and sansad-semantic-crawler -> commoner-analyse (renamed 2026-07-06), including the package path public-finance/publicfinance/. A dated note flags that the layer diagrams still predate the commoner-probe extraction and points to _org/architecture.md as canonical topology.

The engine-layer diagram's SansadAdapter row used the short form sansad-crawler, which both rename patterns missed. Box alignment kept.
