I'm not sure why the current link format doesn't work, but think link you're replacing it with is from a deprecated deployment - let's update this to work around the issue, but to a slightly different URL:

What does this change do?
Fixes the incorrect prerequisite link in the Developer Tools workshop.
The link was pointing back to the Day Plan instead of the actual Developer Tools workshop page. I updated it to point to the correct workshop page.
Fixes #2037
