Bump the four version sites to 0.26.0 and move the notes to RELEASE-NOTES/0.26.0.md, leaving a fresh next.md for the patch after it.

Bumps bdi to 0.26.0, a minor release, in the four version sites. The notes move from
RELEASE-NOTES/next.mdtoRELEASE-NOTES/0.26.0.mdwith a highlight for the orphan-claim change, and a freshnext.mdis left for 0.26.1.
