feat: add argument forwarding to winutil commands

Updates \winutil\ and \winutildev\ inside the profile to support proper argument forwarding (using \ScriptBlock::Create\ and @Args) so power users can run presets dynamically (e.g. \winutil -Preset Standard). Also adds a matching \winutil-dev\ command for easier dev branch launching.
