Summary

tests/llm/test_chat_api.py previously contained only live-provider pricy tests that are skipped in CI, leaving ChatModel.__call__'s retry loop, _extract_wait_time, handle_error and the cost formula unverified. This adds mocked unit tests for those branches; no source changes.

Test harness: a _FakeClient (passed as client_class, with the scripted responses fed through client_args) whose chat.completions.create pops the next item and raises it if it is an exception; chat_api.time.sleep is monkeypatched to record wait times instead of sleeping, and pricing comes from a stub pricing_func.

Covered:

• _extract_wait_time: parsed value, clamp to min_retry_wait_time when parsed is smaller, fallback when the regex does not match.
• handle_error: re-raises non-OpenAIError; sleeps for the extracted duration and returns the error message for OpenAIError.
• __call__: retry-then-success (retries, error_types, recorded sleeps), retry exhaustion raising RetryError, retry on usage is None (the OpenRouterError path), n_samples > 1 returning all choices.
• cost: asserts the tracker receives input_tokens * input_cost + output_tokens * output_cost via tracking.set_tracker().
