Summary

Closes a code-scan coverage gap: TapeAgent.get_action (the tape step loop) had no test — only agent construction and GAIA benchmark wiring were covered.

Adds two tests to tests/agents/test_gaia_agent.py, behind the existing module-level ModuleNotFoundError skip. They drive get_action with a stub tape agent instead of an LLM:

        for step in self.steps:
            yield MockEvent(step)

Asserted behavior:

• returns the action plus a TapeAgentInfo whose thoughts hold the emitted Thought steps;
• the tape accumulates observation, thought and action steps across calls;
• when a run emits two actions, the first one is returned while both still land on the tape;
• final_tape marks the tape truncated when no StopStep was produced.

tapeagents is commented out in pyproject.toml, so these tests skip locally and in CI just like the existing ones. The step accounting (6 tape steps after two calls) was verified by replaying the exact get_action loop against stub Tape/Thought/Action types.
