docs: complete feature-flag reference for fork operators - #1384

Fork operators reported the feature-flag docs were incomplete: no full list, no on/off defaults, and no note on which flags incur recurring cost. - Add configuration/feature-flags.md: every flag (~35) across the CDK build-time and runtime-Python layers, with a deployed-default column, a 'flags that cost money' section, and a callout for flags whose Python code default (OFF) is overridden ON by CDK at deploy. - Rewrite the environment-variables.md placeholder stub (it named 3 dead flags) into a config-chain overview that points at the new flags page and sibling config pages. Sidebar auto-generates from the configuration/ folder, so no nav change is needed.
