Problem

With an announcement showing, opening the context meter drew the announcement pill (e.g. "Claude Opus 5.5, GPT-6 Sol and GPT-6 Luna are here") on top of the panel's cost/quota section.

Cause

The panel is positioned inside the composer at z-20. The announcement pill floats above the composer at z-30. Neither chat-input's host nor anything between the two sets a z-index, so they're compared in the same stacking context and the pill wins. The model picker doesn't have this problem because its menu is a CDK overlay attached to <body>.

Fix

Raise the panel to z-40, with a comment saying why. When the panel is closed nothing changes; when it's open, it covers the pill.

Testing

Not checked in a browser. The change is one Tailwind class.
