What changed in this PR
This PR fixes Linux bootstrap repository setup so a configured repo-depot endpoint is applied independently of certificate-refresh eligibility.
Changes:
- Moves repository initialization before the certificate-refresh exit guard and removes the cloud-init completion wait.
- Updates package-cache retries and failure reporting, with ShellSpec coverage for dispatch and retry behavior.
- Adds the node-controller hotfix scripts version
