Fix Wormhole migration relay flow

Summary

• normalize Identity ETH relayer private keys before passing them to viem
• wait for the AUDIO permit transaction receipt before starting the Wormhole transfer
• keep the migration settings card visible as “Migration in progress” for 24 hours after submission

Testing

• node node_modules/typescript/bin/tsc --project packages/identity-service/tsconfig.json --noEmit
• node node_modules/typescript/bin/tsc --project packages/web/tsconfig.json --noEmit
• node node_modules/typescript/bin/tsc --project packages/common/tsconfig.json --noEmit (fails on existing SDK request type mismatches in tan-query hooks)
