What does this PR do?

• Makes idempotent deposit creation atomic, using a dedicated PostgreSQL connection per transaction.
• Makes first webhook persistence race-safe and ensures one delivery claims processing.
• Adds reverse-order plugin cleanup on shutdown and initialization rollback, preserving cleanup errors.
• Reports PostgreSQL tests as skipped locally, and fails when required database setup is missing or broken.

How to test?

Run bun test. The last full run passed 409 tests; 5 PostgreSQL tests were skipped because no local PostgreSQL URL was configured. With PostgreSQL available, run npm exec -- vitest run tests/runtime/atomic-idempotency-concurrency.test.ts. Run npm exec -- vitest run tests/core/plugin-lifecycle.test.ts for the plugin lifecycle checks.

Changed-file ESLint and Prettier checks passed. The full bun run lint gate remains unverified in this Windows environment due to repository-wide line-ending formatting errors.
