- **Duplicate detection** — scans added and modified localization string files in a change set and lists each duplicated key with its file, ignoring comments and blank lines.
- **Review reporting** — posts a file/key table of found duplicates as a comment on the code review when any duplicates exist.
- **Programmatic access** — exposes the raw list of duplicate entries so review scripts can apply their own rules.
