Fresh evidence after the prior availability fix is that filesystem availability is checked only after the database query has selected its newest 100 rows. If those rows include metadata for deleted artifacts, valid older snapshots are omitted from discovery even when fewer than 100 downloadable snapshots remain; the MCP preflight then rejects those valid IDs as absent. Filter or continue paging until up to 100 live files have been collected rather than truncating before _snapshot_download_available() runs.
