Release 0.13.0, unified with Armadra and armadra-agent.

• release：cloud 各包（11 个 package.json）与协议包 @armadra/platform-protocol 升到 0.13.0；两份 OpenAPI 的 info.version 由 pnpm contract:generate 重新生成；Workers 中继 /health 测试里的版本跟上。0.12.0 之后协议包没有形状变化，协议仍是 1.4，PROTOCOL_VERSION 与两个 MIN_CORE_VERSION_* 不动；meta.ts 的说明补一句「协议包 0.13.0 没有形状变化」。go generate 后 Go 生成物无变化。
  All 11 cloud package.json files and @armadra/platform-protocol move to 0.13.0; both OpenAPI versions regenerated; the Workers /health test follows. The protocol package has no shape changes since 0.12.0, so the protocol stays 1.4 and PROTOCOL_VERSION / MIN_CORE_VERSION_* are untouched; meta.ts notes that 0.13.0 has no shape changes. No Go generated changes.
• build(deploy)：deploy/compat.json 的 web 0.12.0 → 0.13.0（release.yml 用它作 armadra-cloud 镜像的 WEB_IMAGE），所以 Armadra v0.13.0 必须先于本仓标签发布。protocol 不变。
  web in deploy/compat.json goes 0.12.0 → 0.13.0 (used as the cloud image's WEB_IMAGE), so Armadra v0.13.0 must be released before this repository's tag. protocol is unchanged.
• docs(changelog)：Unreleased 改为 0.13.0（2026-11-04），加「变更」小节：中英发版概要（fix(relay): 边缘写队列加上限、慢读客户端被断开，空闲判定计入未收齐的帧，节点间写侧溢出立即断开 #196–fix(accounts,deploy): oauthBind 核对邮箱、占位 secret 改 0644、推送中继独立限流区 #199、test(go): 邮件用例等作业的失败记进库再拨时钟，邮件按主题挑（Closes #200） #201 的修复与加固，无新迁移）与部署注意（web 页面版本、参考代理新限流区、已有占位 secret 的 chmod 644、Workers 中继需 wrangler deploy）。
  Unreleased becomes 0.13.0 (2026-11-04) with a bilingual release summary and deployment notes.

2. 先发 Armadra v0.13.0（armadra-server:0.13.0、armadra-push-relay:0.13.0）。 / Release Armadra v0.13.0 first.
3. 再在本 PR 的合并提交上推 v0.13.0。 / Then tag v0.13.0 on this PR's merge commit.
