Rework the forecast dashboard so setup, chart and models read as one page:
- Chart header: the title doubles as setup ("<target> in <location>"),
with inline pickers, the forecast date stepper and quiet icon actions
(display options, PNG download, save, share). Sidebar is navigation only.
- Chart styling shared across views (constants/chart.js): app font, larger
text, left and bottom spines, heavier observed line, borderless legend,
neutral forecast-date rule, quiet range buttons. Plotly modebar hidden.
- Minimap: slimmer, full-height plain handles, always shows the whole
series; 1m/6m/all now refit the y-axis (Plotly mutated the layout range
held in React state, and range events came in shapes we ignored).
- Caption under the minimap: source + freshness left, caution note right.
- Model selector: one filterable checklist with Selected/All, Select all,
Reset, and a tooltip on models without a forecast for the date.
- Charts about 12% shorter; peak view sized by its container.
- Neutral top bar and sidebar (blue kept for interactive/selected), sidebar
15% narrower, logo path fix.
- Fix deep links to a location snapping back to the default before the
location catalogs load, and one missing dataset wiping all catalogs.
