Restore the Action Cable stack - #34

This reverts 21840d6, which removed the solid_cable gem, the action_cable/engine require, config/cable.yml, the production cable database and its schema. Keeping the stack in place lets a realtime feature start from a working adapter instead of re-adding the plumbing.

Brings back the Action Cable stack that #33 removed, so a future realtime feature starts from a working adapter. This is a plain revert: the solid_cable gem, the
action_cable/enginerequire,config/cable.yml, the productioncabledatabase anddb/cable_schema.rbreturn exactly as they were before #33.On deploy,
db:prepareloads the cable schema into theproduction_cable.sqlite3file that is still on the volume.Nothing a person sees changes, so there are no screenshots.
