Note to reviewer, most of the changes in ci/ will be moved to common-ci after review. They're here for now for easier testing and to avoid touching other node repos.

@pi-alexander-popel suggests that pnpm workspaces are not behaving stably with our packages, thus we'll use simple npm workspaces. @YaroslavVlasenko our goal here is to make sure all packages build, tests and release as before. They used a remote_package.json mechanism which was a redundant copy of package.json, just because node could not release more than 1 package from a single repository, with npm workspaces this should be solved.
