Restore translations instead of copying the English resources

Every updated non-English resource file is byte-for-byte identical to en-US; for example, the German resource now resolves Common.Loading to Loading, and the same applies to all 183 entries across the 29 changed locales. Consequently, users selecting any of these languages receive an entirely English UI while the previously translated values are deleted. Correct the Crowdin export or leave these locale files for Crowdin to update rather than committing copies of the source resource.
