chore: prepare v1.35.4 release

Patch: a machine armed for idle shutdown no longer powers itself off when it
wakes from sleep — it was counting the hours it spent suspended as idle time.
Long links (OAuth URLs especially) open in full instead of as a broken prefix.
And Claude usage now says that simply running Claude Code refreshes it, which
is the cheap way out of a stuck number.
