Objective

Publish a release-owned Admin application archive so the Platform hosted topology can deploy the server-rendered UI to Cloudflare Pages from an exact digest without building inside Platform or Deployment.

• PR Actions pass.
• Protected staging candidate seals the Pages archive and multi-architecture OCI image.
• rc23 promotes the exact accepted candidate without rebuilding.
• npm, OCI, GitHub release, and downloaded Pages digest read-back pass.
