Figshare is sometimes a bit flaky about providing the datasets that we need for AFQ.
One option would be to follow the pattern of DIPY here: https://github.com/dipy/dipy_datatest/releases, where data items are uploaded as artifacts associated with a release. This creates a (permanent?) URL that we can use with our fetching infrastructure.
