`outputs / re-generate` action disabled due to source builds

The outputs / re-generate github action runs for a long time due to from source builds in the stacks section.
It should use the build cache like last successful run on the main branch: 50d9e65

I've disabled this action for now, here: https://github.com/spack/spack-tutorial/actions/workflows/outputs.yml
