Document criteria for A-level vs B-level attestation post-vetting #622

Description

The STIR/SHAKEN attestation page (https://signalwire.com/docs/platform/voice/stir-shaken#attestation-levels)
states:

"By default, all outbound calls from phone numbers bought on the SignalWire
platform receive attestation level C. Levels A and B attestation require a
vetting process. For more information regarding attestation and our vetting
process, please create a support ticket with us."

This doesn't explain what differentiates an A outcome from a B outcome once
vetting is complete. It could add something like the following for attestation once vetting is complete:

"A (Full): the provider has verified both the caller's identity and that they are authorized to use the specific calling number. Using a SignalWire purchased number accomplishes this.
B (Partial): the provider has verified the caller's identity, but not that they're authorized to use that specific calling number. If a Verified caller ID number is used, providers provide a B level."
