Set up and android library project with a sample app.

Add the following tools.

1. Simple XML for xml parsing (https://mvnrepository.com/artifact/org.simpleframework/simple-xml/2.7)
2. MPAndroidChart (https://github.com/PhilJay/MPAndroidChart) to display charts
