Subject: [PATCH] ai-ml-sdk-vgf-library: Add version 0.10.0

Adds a riscv64 wheel build for Arm's ML SDK VGF Library, a small
CMake/pybind11 C++ library with no upstream CI of its own. Drives
scripts/build.py directly inside the manylinux_2_39_riscv64 image, vendoring
the four dependencies (argparse, nlohmann/json, flatbuffers, pybind11) pinned
by arm/ai-ml-sdk-manifest's vgf-lib group, since none are bundled in the repo
and the CMake find scripts have no FetchContent fallback.

+

+BDistWheel.get_tag() in pip_package/setup.py maps platform.machine() to a
+wheel platform tag by hand, with a bare `assert machine == "x86_64"` as the
+fallback. On riscv64 that assertion fails before a wheel can even be named,
+regardless of whether the prebuilt vgfpy extension itself built cleanly.
+
+manylinux_2_39_riscv64 is the flavour of the image these wheels are built in
+(quay.io/pypa/manylinux_2_39_riscv64, Rocky Linux 10, glibc 2.39); the x86_64
+and aarch64 branches keep their own manylinux2014 tags unchanged.
+
+Nothing else in the library is architecture-specific: the encoder/decoder and
+vgf_dump/vgf_updater tools are generic C++17 with no SIMD intrinsics, and
+their CMakeLists.txt files carry no architecture gates.
