feat: add a tutorial on creating and working with github actions

Within the packaging guide, we have some content on ci in the "maintain section" that explains what CI is. But we don't have a good overview of CI and GitHub actions specifically, and how to set them up. That would be a good addition to our packaging guide. Then we could cross link from our fork admonition in the fork tutorial to the github action page
