Drop the `devDependencies` check when publishing on PureScript `0.15.2` or greater

With purescript/purescript#4332 merged, we can now drop the requirement here as well. That should fix the following issues:

• a dependency that appears once in dependencies and devDependencies causes the publish to fail
• Pursuit no longer lists dev deps as dependencies of a library
