Subject: [PATCH] chore: harden the shared CI repository

Add Dependabot for the actions pinned by this repository's own CI, a
CODEOWNERS file, and write the copyright line of the MIT license on one
line so that GitHub recognises the license. Secret scanning, push
protection and Dependabot security updates are enabled in the repository
settings.
